日本と諸外国ではこんなにも選挙制度・行政システムが違うのか！ 「目からウロコ」のお話
2007年11月23日に、「開かれた議会をめざす会」主催シンポジウム「『議会基本条例』を考える！！−そのあり方と活用の仕方について−」で、友人の田口房雄さんが選挙制度の話題を提供しました。その様子を収めたビデオです。

ヨーロッパでは国政選挙も自治体選挙も比例代表制を採用しているところが多い。首長選挙は行わず、議会選挙で選出された議員の中から執行委員会や参事会を構成して行政にあたる。その結果、行政権が与党系の首長に独占されない。
スウェーデンでは、各党が選挙の1年前から比例区候補者名簿を作成し、有権者の意見を聞く。投票の際、有権者は、その名簿が気に食わなければ、政党内・政党間での候補者の入れ替え、順位変更ができる。
アメリカのバークレー市議会では、「パブリック・コメント」として、小学生でも毎週1回、議会で発言できる。委員会は「平和と正義委員会」「警察監視委員会」を含め42もあり、市議は市民を委員に推薦できる・・・。

We met Ivan Kutasov, the Russian, thanks to a serendipitous Instagram post of him surrounded by ice in a plywood sailboat in the Russian Arctic. And Jon Grantangen was a mild-mannered Norwegian and ex-military marksman who’d already been to the Arctic aboard Barba (and had once walked the entire length of Norway, just for the heck of it).
