抗議アピール政府・防衛省は、１１月２９日未明、私たちの「配備反対」の訴えを暴力的に排除して、航空自衛隊習志野分屯基地への「PAC-3」システムの搬入を強行しました。９月２８日の防衛省に対するヒアリングにおいては「搬入は１２月〜１月」「地元住民への理解が必要。そのための説明を行う」と明言しておきながら、そのような地元住民への説明は一切行われることはなく、関連自治体への一方的な通達のみで抜き打ち配備が行なわれました。こうした国民主権と地方自治の本義を無視した政府・防衛省の暴挙に、私たち本日の抗議集会の参加者一同、強い怒りの念を表明します。
今回の搬入強行を前に、防衛省は入間基地に配備済みのPAC-3の首都圏移動展開訓練を１２月に実施することを発表し、合わせて引き続き首都圏のみならず全国各地での同様の展開訓練実施も表明しています。ことのことは、３月３０日の入間、そして今回の習志野同様、地元市民の意思を圧殺しての強行配備を繰り返すということです。
国会での「給油新法」の審議過程に明らかなように、自衛隊の海外派兵を恒常化させようとする政府・防衛省そして軍需産業の目論みと世論との乖離があらわになっています。入間における市民のPAC-3配備反対運動に続く私たちの習志野基地への配備反対の運動は全県的な広がりを実現しています。本日の集会には、これから配備が予定されている武山、霞ヶ浦での反対運動の皆さん、移動展開訓練が予定される東京の皆さんも参加され、「防衛」の名目で日本国憲法の平和主義を蹂躙し、アメリカの軍事力・核攻撃力を貴重な税金をつぎ込んで後押ししようとすることへの、主権者・納税者の「NO!」の声が着実に拡大していることを如実に示しています。そして本日同時に岩国で開かれる米軍艦載機移転抗議集会はじめ各地の米軍再編に抗する闘い、沖縄市民の巨大な闘いがあります。オーストラリアでは、先日の国政選挙の結果を受け、イラクからの撤兵が確定し、同国のミサイル防衛への参加見直しも必至です。ポーランド、チェコでのミサイル防衛反対の世論・運動も拡大しています。今や、アメリカ主導の全世界の軍事的再編への抗議・反対は、日本国内と国際世論の多数派であると断言できます。
私たちは、この国内と世界の世論をさらに束ね、強化し、日本国憲法の平和主義の理念を実現する正当な要求として、習志野、入間からのPAC-3の撤去、日本のミサイル防衛からの撤退を求める闘いを最後まで貫徹することを政府・防衛省に対して宣言します。
重ねて、今回の習志野分屯基地へのPAC-3配備強行に強く抗議し、政府・防衛省に以下を求めます：
?今回配備が強行された習志野基地への追加搬入をやめ、PAC-3をすみやかに撤去すること。
?入間基地のPAC-3の首都圏移動展開訓練をやめ、入間基地から撤去させること。
?ミサイル防衛への参加も含め「米軍再編」に組み込まれた新防衛大綱を根本的に見直し、自衛隊の戦力縮小を広く国民世論に付託して検討・実施すること。
?日本国憲法の精神と理念に基づき、武力によらない平和の実現に尽力すること。2007年12月1日
