小選挙区制を見直す集会へ参加のお願い（野党国会議員への要請第1回）
「風」では小選挙区制を見直すセミナーを企画しています。このセミナーに参加していただく国会議員を募るため、4月23、24の両日にわたり、以下の要請文を野党国会議員にFAXとメールで送付しました。
小選挙区制を見直す集会へ参加のお願い国会議員の皆様
２００５年郵政選挙の見せ掛け上の「圧勝」にも関わらず、その後の２００７参院選でも退潮傾向が明らかになった自民党と公明党の与党連合は、小選挙区比例代表並立制では民意をゆがめた勝利が不確実になったと判断していることでしょう。現在の与党の枠組みを超えた政界再編を見込んで、新たな党略的生き残りのための選挙制度を模索する動きもあるようです。
自民党と公明党が提唱する中選挙区制といっても、定数は３以下であると予想され、得票率を上回る議席獲得率を得る仕掛けを何が何でも狙ってくると思われます。
得票率で示される与野党の力関係は、野党が優勢になっていると見られますので、死票の出ない、民意を反映した選挙制度ならば、野党連合の勝利はますます確実になってきました。今となっては、小選挙区制は、民意を逆転させる自公の延命装置にもなり、野党を分断させる危険な選挙制度になっています。
反民主的な選挙制度で現在の与党の延命に手を貸すのか、それとも民主的な選挙制度改正で当然の政権交代を実現するのか、問われていると思われます。
民意を反映した民主的な選挙制度は、与野党問わず受け入れられるべきものであり、政権交代も担保するものです。「平和への結集」をめざす市民の風は、独立した小選挙区制に反対し、民意を反映した選挙制度改正を実現する立場から、そのような趣旨のシンポジウム／政治セミナーを企画したいと考えています。
付きましては、上記の趣旨にご賛同し、シンポジウム／政治セミナーにご参加いただける国会議員の皆様を募らせていただきたいと思います。集会の実施日時は皆様の都合に合わせます。下記連絡先までお知らせいただければ幸いです。ご検討よろしくお願い申し上げます。
