全野党・議員に向けての２００９「平和への結集」アピール
平和・環境・福祉・地方分権・選挙制度改革を柱に
野党連合政権の樹立を私たちは、来たる総選挙で、野党連合による政権交代と野党連合政権の樹立を強く望みます。
自民党・公明党政権の政治は、日本社会に大きなダメージを与えてきました。「痛みのともなう改革」の下、非正規雇用などの不安定雇用が増加し続ける一方で、医療、介護、福祉などは抑制され、格差、貧困、医療難民など深刻な問題が発生し、多くの人びとを苦しめ悲しませています。日本社会の活力は回復するどころか、社会の基盤が掘り崩されています。
「改憲」をめざした安倍内閣は、国民投票法制定、教育基本法改悪などを強行して支持を失い、福田内閣は環境問題と外交に活路を求めたものの支持率低迷で投げ出し、麻生政権は選挙目当てのバラマキ予算に終始しても、さらに史上最低の支持率となりました。ここに来て、参議院での野党優勢の中で法案審議もろくに行わずに、衆議院の大量議席による再議決連発という乱暴な国会運営を行なっています。未曾有の世界的経済危機や人びとの不安に対し、自民党・公明党政権が打ち出す政策は場当たり的な対策ばかりで迷走を続け、未来への展望は少しも開けません。
オバマ米国大統領がプラハで核廃絶に向けた演説をしましたが、イラクやアフガニスタンでの戦乱は続き、東アジア情勢も不安定で、今後の世界情勢は未だ予断を許さない状況です。米国に追従し、日本国憲法を無視して海外派兵を行い、偏狭な歴史認識に固執してきた自民党・公明党政権には、近隣アジア諸国との友好関係は築けず、まして、環境や軍縮・和平の取り組みで世界をリードすることも期待できません。
私たちは、このような自民党・公明党政権に終止符を打ち、国の政治の抜本的転換をはかるため、全野党間の選挙協力が強化されることを強く望みます。来たる総選挙で、野党第一党に投票を集中させるべきだという考えだけでは、市民間の多様な意見を政策に反映させることができず、場合によっては市民間の対立が拡大し、政権交代が困難になることも予測されます。また、少数意見が切り捨てられるという、アメリカ合衆国のような二大政党制の罠に落ちることが危惧されます。大連立の画策について報道されたこともありますが、そうした悪しき談合政治と訣別するためにも、部分的な選挙協力を超えた、幅広い野党間の連合を考えるべきではないかと思います。
私たちは、全野党が市民とともに対話・協議を積み重ね、野党共通の政策を練り上げ、更には新しい日本の政治システムの創造をめざして活動する「野党連合」により総選挙に臨むことが必要だと考えます。それは、単なる選挙協力にとどまらず、憲法に示された平和や人権など共通の価値を基盤にして、憲法を守り、憲法の理念を活かすという点で共同できる勢力の連合となるべきだと思います。深刻な課題に直面している今日、大切なのは、お互いの意見の違いを強調することではなく、お互いの意見の共通点に着目して歩み寄ることではないでしょうか。かりに総選挙前にそのような野党連合が結成できないとしても、総選挙後の野党連合政権の樹立を見据えた野党間・野党と市民間の対話・協議が開始されることを望みます。
私たちは、平和（憲法9条を活かして、世界の平和と軍縮をリードする積極的外交。）、環境（環境税や自然エネルギー導入等による地球温暖化防止と雇用の拡大。）、福祉（憲法25条にもとづく、格差・貧困問題、年金問題、医療崩壊などの解決。市民参加型の新たな福祉社会。）、地方分権（国と地方の間で、権限も税源も大胆に入れ替える根源的改革。）、選挙制度改革（死票が多く少数意見を切り捨て、野党の共倒れを招く小選挙区比例代表並立制を廃止し、民意を反映する新たな選挙制度の実現。国会議員定数を削減しない。）の５つが野党連合政権の政策の柱になると考えます。
私たちは、「何かが変わる」ことを待つのでなく、私たちが「何を変える」かを考え、行動したいと思います。日本と世界の政治が大きな分岐点にある現在、市民と野党の協力こそが平和の危機や社会的混乱から日本社会を救う道であることを確信しています。
